Every bias runs as a substitution — instead of doing X, you go by Y. A bias is a primitive, the human-created kind, and only the Individual and Social layers create them: 256 biases and 616 primitives, 872 units held on permanent keys. 809 are shown; 63 sit under presentation review and appear on no public surface until their own review.

added over years; whether each earns its navigation duty is an open question, and none of them is a
claim about mechanism. The defence-flags were derived in the clean pass of 2026-08-16 — 274 across
the full 1,030-row pass, 207 of them on tiles shown here — and live in the verdict record, not yet
